Yes. Skatteetaten (Norwegian Tax Administration) requires VAT-registered businesses to issue invoices with specific content. Norway is outside the EU so no intra-EU rules apply, but it has a similar MVA system.

What MVA rate should I use on my invoices?+

Norway's standard MVA rate is 25%. Reduced 15% (food, non-alcoholic drinks). Low rate 12% (passenger transport, accommodation, cinema, cultural events). Zero-rated: books, newspapers, exports.
