E-Invoicing in the UAE: Dates and Rules

The UAE's e-invoicing system becomes mandatory in phases. Businesses with revenue of AED 50 million or more must appoint an Accredited Service Provider (ASP) by 30 October 2026 and issue e-invoices from 1 January 2027. Businesses below AED 50 million appoint an ASP by 31 March 2027 and go live on 1 July 2027; government entities follow on 1 October 2027. Sales to consumers (B2C) stay outside the system for now.
In short: if you're a freelancer or small business in the UAE billing other businesses, your date is most likely 1 July 2027. Until then, a regular tax invoice in PDF remains fine. You can create one for free with the UAE invoice generator, no account needed.
The timeline
These dates come from Ministerial Decision No. 244 of 2025, as amended by Ministerial Decision No. 66 of 2026, and the Ministry of Finance's programme overview of October 2026.
| Who | Appoint an ASP by | E-invoicing mandatory from |
|---|---|---|
| Any business, voluntarily | 1 July 2026 | |
| Revenue of AED 50 million or more | 30 October 2026 | 1 January 2027 |
| Revenue below AED 50 million | 31 March 2027 | 1 July 2027 |
| Government entities | 31 March 2027 | 1 October 2027 |
The ASP deadline for the largest businesses was originally 31 July 2026; Decision No. 66 of 2026 moved it to 30 October 2026 and kept the 1 January 2027 go-live.
What "revenue" means. The decision defines it as the gross income earned in your most recent accounting period, based on your financial statements, or on other documentation the Federal Tax Authority (FTA) accepts if you have none. For a newly established company, the Ministry's overview says to use the projected revenue for the current financial year.
What counts as an e-invoice
An e-invoice is not a PDF sent by email. The Ministry lists what does not qualify: PDF or Word files, images such as JPG, scanned paper invoices and HTML invoices in an email. An e-invoice is structured data that the buyer's software can process automatically.
The UAE uses a model with five "corners":
- You enter the invoice in your business software.
- Your ASP validates it and sends it over the Peppol network.
- Your customer's ASP receives and validates it.
- Your customer gets the data in their own software.
- The FTA receives the tax data from the ASPs on its central platform.
The format is PINT AE, the UAE version of the Peppol international specification. A tax e-invoice has 51 mandatory fields, including both parties' electronic addresses, your 15-digit Tax Registration Number (TRN), the invoice type code and the VAT breakdown in AED.
Who is in scope and what's excluded
The Ministry's framework makes e-invoicing mandatory for B2B and B2G transactions. Under Decision No. 244 of 2025, business-to-consumer transactions are not subject to the system, and a business that deals exclusively with consumers isn't either, until the Minister decides otherwise.
Ministerial Decision No. 197 of 2026, in force since 1 October 2026, also excludes some transactions, among them:
- sovereign activities of government entities that don't compete with the private sector;
- international air passenger transport with an electronic ticket, and related services to passengers;
- international air cargo with an airway bill, for 24 months after the system takes effect;
- financial services that are VAT-exempt or zero-rated;
- transactions between members of the same tax group, for 24 months from 1 January 2027.
The same decision sets the timing: the e-invoice or e-credit note must be issued and transmitted through the system within 14 business days of the transaction date.
A worked example
Omar runs a one-person web design business in Dubai. His revenue last year was about AED 600,000, he's registered for VAT, and his clients are agencies and companies.
- Phase: revenue below AED 50 million, so he appoints an ASP by 31 March 2027 and issues e-invoices from 1 July 2027.
- Until then: he keeps sending PDF tax invoices, as today.
- From July 2027: an AED 12,000 website for a Dubai agency (AED 600 VAT, AED 12,600 in total) goes to the client as a PINT AE e-invoice through his ASP, within 14 business days.
- Private clients: a portfolio site for an individual is a B2C sale and stays outside the system until the Minister decides otherwise.
Until your date: the tax invoice rules still apply
E-invoicing changes how invoices travel, not the VAT rules behind them. Under Cabinet Decision No. 52 of 2017 (the VAT Executive Regulation), a tax invoice shows:
- the words "Tax Invoice", clearly displayed;
- your name, address and TRN;
- the recipient's name and address, and their TRN if they're registered;
- a sequential invoice number and the date of issue;
- the date of supply, if different;
- a description of the goods or services;
- for each line, the unit price, quantity, VAT rate and amount payable in AED;
- any discount, the total payable and the VAT amount in AED.
A simplified tax invoice is allowed when the recipient isn't VAT-registered, or when they are and the supply is worth AED 10,000 or less. The standard VAT rate is 5%.
If you invoice in another currency, for example USD for a client abroad, the VAT amount must also appear in AED, converted at the UAE Central Bank's rate. Our guide to invoicing international clients covers currencies and payment methods.

How to get ready
- Work out your phase. Take the gross income from your latest financial statements and compare it with AED 50 million.
- Pick an ASP. The Ministry publishes the list of accredited providers on mof.gov.ae, and onboarding with your chosen ASP happens through EmaraTax. One of the Ministry's accreditation requirements is that providers offer 100 free e-invoices a year; ask your ASP how that applies to you.
- Collect your clients' details. Their TRN and, once they're onboarded, their electronic address for the Peppol network.
- Tidy up your data. Product descriptions, units, VAT categories and sequential numbering all become structured fields.
- Separate B2B from B2C. Only business and government clients are in scope for now.
- Watch the Ministry's page. The dates have changed once already; mof.gov.ae/einvoicing is the official source.
Penalties for violations are set in a separate Cabinet Decision. Check the current amounts with the Ministry or the FTA rather than relying on secondary sources.
Where KipBill fits
KipBill is not an Accredited Service Provider. It does not send invoices over the Peppol network and does not report data to the FTA.
What it does today: the UAE invoice generator creates a PDF invoice with your TRN, your customer's details and 5% VAT, in AED or another currency, free and without an account. That covers your invoices until your go-live date, and your B2C invoices afterwards. If you also bill clients in Europe, our overview of EU e-invoicing requirements explains the rules there.
To keep clients, quotes, invoices and payments in one place, create a free account. The free plan lets you email 10 invoices a month.
FAQ
I'm a freelancer with revenue well below AED 50 million. When does this apply to me?
If you bill businesses or government entities, you appoint an ASP by 31 March 2027 and issue e-invoices from 1 July 2027.
I'm not registered for VAT. Am I covered?
The phases are set by revenue, not by VAT registration. Check the Ministry's eInvoicing FAQ for your exact situation before deciding you're out of scope.
Can I keep sending PDF invoices?
Yes, until your go-live date. After that, a PDF is still fine for consumer sales, which are outside the system for now.
Do I have to wait for my phase?
No. Any business may start voluntarily since 1 July 2026, through an ASP.
Is KipBill an ASP?
No. KipBill creates invoices; an accredited provider must transmit your e-invoices and report the data.
