Factur-X, UBL or CII: the three formats of the reform

French e-invoices travel in one of three formats, all built on the European standard EN 16931.

Factur-X

What this tool makes

A normal-looking PDF invoice with the e-invoice data (XML) embedded. Your client reads it like any PDF; platforms and accounting software read the data.

  • Opens in any PDF viewer
  • PDF/A-3 with the EN 16931 profile
  • The Franco-German standard, identical to ZUGFeRD

UBL

XML only

The data file alone, in the OASIS UBL syntax. Read by software, not by people.

  • XML file, no PDF
  • The syntax used by Peppol networks
  • Same data as a Factur-X

CII

XML only

The UN/CEFACT Cross Industry Invoice: the very XML that sits inside a Factur-X, sent on its own.

  • XML file, no PDF
  • The XML inside every Factur-X
  • Same data as a Factur-X

Who must use e-invoices, and from when

The obligation covers invoices between VAT-registered businesses in France. Two dates matter.

  1. 1 September 2026

    Receiving: every business

Since this date, every VAT-registered business in France, micro-entrepreneurs included, must be able to receive e-invoices through a plateforme agréée of its choice.

  2. 1 September 2026

    Sending: large companies and ETIs

They now send their invoices to other French businesses as e-invoices, and report their other sales through e-reporting.

  3. 1 September 2027

    Sending: SMEs and micro-enterprises

Every other business sends e-invoices too. Until then, they may still send PDF or paper invoices.

Outside e-invoicing

Sales to private customers and to customers abroad need no e-invoice: their data goes to the tax office through e-reporting, on the same dates. Invoices to public bodies keep going through Chorus Pro.

What a French e-invoice must contain

The form asks for all of it, checks it as you type and adds the legal notices for you. Four of these items are new with the reform.

How to create a Factur-X invoice in 3 steps

  1. Enter your business and your client

Names, addresses and both SIRENs (or SIRETs). Your details stay in this browser for the next invoice.

  2. Add the lines

Goods, services or both, then each line with its French VAT rate. The form checks as you type and lists what's still missing.

  3. Download and hand it over

Download the Factur-X PDF and hand it to your plateforme agréée, which delivers it to your client's.

Tested with the reference validation rules

The files come from the same engine as the Factur-X in KipBill. We test it with the validation rules that the FNFE-MPE (France's e-invoicing forum) publishes for the reform, EN 16931 and BR-FR version 1.4.0.04, and with veraPDF (PDF/A-3) and Mustang (Factur-X): services, goods, franchise en base, autoliquidation, VAT on debits and invoices already paid.

Sending it: your plateforme agréée

Between French businesses, an e-invoice travels from your plateforme agréée to your client's; the State's portal no longer exchanges invoices. Hand this file to the platform you chose, in the way it asks. KipBill is not a platform: it makes the file.

Your data

The form is saved only in this browser, so your next invoice is quicker. To make the file, your data goes to our server once and comes straight back; we don't store it.

This tool helps you create e-invoices; it isn't tax advice. Keep your invoices for 10 years, as you issued them.

Questions about Factur-X and the reform

What is Factur-X?+

Factur-X is the Franco-German e-invoice format, identical to Germany's ZUGFeRD: a PDF/A-3 invoice that people read like any PDF, with the same invoice embedded as structured XML (CII) for software. It is one of the three formats of the French reform, with UBL and CII. This tool makes Factur-X in the EN 16931 profile.

Is Factur-X accepted by the reform?+

Yes, in the EN 16931 profile (the one this tool makes) and in EXTENDED-CTC-FR. The BASIC WL profile is only accepted during a transition period, and the MINIMUM and BASIC profiles are not accepted. The XML must also follow the French rules (SIRENs, routing addresses, mandatory notes): the tool adds them.

Do I have to go through a plateforme agréée?+

Yes. Between French businesses, an e-invoice goes from the seller's plateforme agréée to the buyer's, and the platform passes the tax data on to the administration. Since 1 September 2026 every business needs one to receive invoices, and sends through it too from 1 September 2027 (large companies and ETIs already do). KipBill is not a plateforme agréée: it makes the Factur-X file you hand to yours.

What are the new mandatory notices?+

The reform adds four: your client's SIREN, the delivery address of goods when it differs from the client's, whether the invoice covers goods, services or both, and the notice « Option pour le paiement de la taxe d'après les débits » when you pay VAT on debits. The form asks for each one and puts it in the file.

I'm a micro-entrepreneur under the franchise en base. Does it concern me?+

Yes: the reform covers every VAT-registered business, even one that charges no VAT. You must be able to receive e-invoices since 1 September 2026 and send them from 1 September 2027. Set your lines to 0 % and choose « Franchise en base »: the e-invoice then states « TVA non applicable, art. 293 B du CGI » where the rules expect it.

Where do I find my client's SIREN?+

Ask your client, or look it up for free on annuaire-entreprises.data.gouv.fr. It is the first 9 digits of their SIRET, and it is also inside their VAT number (FR + 2 characters + SIREN): type any of the three, the form keeps the SIREN and verifies its check digit.

Can I still send PDF invoices by email?+

Until your sending date, yes: SMEs and micro-enterprises may send PDF or paper invoices to other businesses until 1 September 2027 (large companies and ETIs already send e-invoices). After that, invoices to other French businesses go through a plateforme agréée, and a PDF sent by email is only a copy. Invoices to private customers and abroad are not affected.

Is it really free?+

Yes: no account, as many invoices as you need, and nothing stored. KipBill earns money with its paid plans, where your clients, numbering and VAT settings are saved and any invoice becomes a Factur-X in a few clicks.
